account several years ago and couldn't find any bank provides that notary.
now seems like they removed this requirement.

开户的时候需要填写treasury direct account authorization form，公证寄回

验证信息肯定包括 保税记录. 银行账户信息了
住在当前地址时间. 等等
有一个有疑问，就不会网上批准了
