The Federal Reserve objected to Deutsche Bank's proposal, while Goldman
Sachs and Morgan Stanley received conditional approval but will only be
paying out roughly what they did last year instead of boosting dividends or
buybacks.
Last year, J.P. Morgan announced its biggest share buyback since the
financial crisis and Citigroup doubled its dividend.
The Federal Reserve gave 34 of the biggest banks the go-ahead to pay
dividends and buy back stock after the second part of annual stress tests,
it announced on Thursday. |

红，但是现在你看：Wells Fargo & Co. passed the Federal Reserve’s annual
stress tests, the regulator said Thursday.
As a result, Wells Fargo said Thursday it will increase its third-quarter
dividend to 43 cents per share from 39 cents per share. The bank also said
it plans to boost buybacks to up to $24.5 billion between the third quarter
of 2018 and the second quarter of 2019. Wells Fargo’s previous buyback plan
for the year-earlier period was up to $11.5 billion of stock repurchases. |

No worry. Today is just quarter end and month end option expiration date.
Wall street MMs want those calls to be worth as less as possible.
All banks will start buyback next Monday.
C will spend money to buy about 10% of its stock based on today's stock
price. Plus 2.7% div
WFC will buy about 8-9% of the stock, plus 3% div.
Considering WFC will spend $2B/month to buyback from the market.
C will spend $1.5B/month. This is a lot of money.
Now with high div and large buyback, they are better than utility stocks.
Expect both stocks will go up at least 15% in the next 9-12 months.
Today, I sold my utility ETF to buy C and WFC.

It's not an exciting quarter or month.
To look better than it is,
(1) Some MM need to realize some gains. Otherwise clients are not happy.
(2) Some MM need to deleverage by cashing out. Otherwise clients will be
worried.
