我猜就是60-62年那三年如果有数据，也是3%的失业率。美国失业率金融危机时候至少
从5%到10%-11%。
从近20年城镇登记失业率来看，中国历年失业率数据较为平稳。从2002年以来历经整整
15年时间，中国城镇登记失业率一直保持在4.0%-4.3%之间;而2002年以前的城镇登记失
业率则更低，从1995年-2001年的8年时间里，保持在2.9%-3.6%的水平。
