The markets started declining at 9:45 am EST while Paul Ryan (the Speaker of
the House) announced that his new Health Care reform bill has been refused
by the key committees in the government. In addition, he also warned that if
the House rejects his proposal, the bill will require more time to be
passed.
Correspondingly, four Republican governors added their voices to the chorus
of opposition to the Speaker's proposal.
This means there is a high probability the new Health Care bill won't pass
anytime soon. Even if it passes the House, there is a very low chance that
it will pass the Senate without major revisions.
What that means to the markets?
This means there is no tax reform anytime soon. President Trump has already
stated that the White House will start focusing on the new tax reform once
they get done with the Health Care reform.

就算会解读，market的反应也不一定一致，或者完全取决于一个新闻。
即使是ER，beating都未必代表会涨 | t**********s
