impression I got.
Writing a simply library is not difficult, you can put any few functions that
you have written and create a library. But often when people talk about an
useful extension, it involves functions that have some sort of foreign
langauge interfaces, e.g. .C or .Fortran, to effectivly decrease computing
speed. This can be difficult to someone if they've never used this type of
interfaces.
