Can any expert programmer give me some ideas on how to most efficiently re_
structure a XML file like this

to a less simple structure XML like this:

right now I can think of way is to do a simple find and replace.
I know too little about XML. If someone knows SAS also know XML would be the
best. Since I am thinking whether I can read in this XML file and re_
structured it in SAS?
Before I do that, I hope someone can direct me a faster and beter way if
there is any.
Really really appraciated.
