In the US, policy analysts (often MPPs) can be found at all levels of
governments and all sorts of government departments. This is not true in China
of course. But Chinese governments do have policy research offices (zhengce
yanjiu shi) from municipal level on, although I'm not sure how (or if) they
do real policy analysis. Chinese ministries have research arms as well.

besides policy research offices, such as the Party's Schools, social sciences
Institutions at all levels, even government bureaus and universities. But, I
would argue that there is no such clearcut boundary between a scholar and a
policy analyst in China. Personal preference and personal relations to a
certain official sometimes are more important than your institutional role. In
