那就是，算净胜球的时候，算不算上第四支球队（德国）。
我记得一般是算上德国。就是（先）算总净胜球。

然后再看全部比赛的净胜球和进球。
Tie-breaking criteria
If two or more teams are equal on points on completion of the group matches,
the following criteria are applied to determine the rankings:[39]
1.higher number of points obtained in the matches among the teams in
question;
2.superior goal difference in the matches among the teams in question (if
more than two teams finish equal on points);
3.higher number of goals scored in the matches among the teams in question (
if more than two teams finish equal on points);
4.superior goal difference in all the group matches;
5.higher number of goals scored in all the group matches;
6.position in the UEFA national team coefficient ranking system;
7.fair play conduct of the teams (final tournament);
8.drawing of lots.
