no U.S. embassy or consulate will issue an F or J visa to anyone for whom
the sponsoring institution has not previously communicated certain
information via a web site newly created for this purpose. There will be
no exceptions, regardless of urgency. Applicants for visas other than F or
J will not be affected, nor will anyone with a valid F or J visa issued
yesterday or earlier.
