essentially the same as an arrow light, or it still allows us to turn right?
Try to figure out, whether my ticket is for "turn right when I should not
turn", or "turn right without a full stop".

没说红灯不能右拐的，就是红灯full stop后可以右拐。
但据说要在线内停够至少3秒，才不会被拍照

i checked that post, but not sure whether it applies here, since this case,
there is a "right turn only" sign.
btw, this is when I drove along NE40, from east to west, and try to turn
right to 156ave north bound.
