I think the reason is a relationship will be good iff it's balanced.
Just a few examples of my own probably could help you understand why they are
behaving as you have described:
When I ask telephone number/email address from someone but he/she declines or
just unintersted in takeing mine, then I'll trash the contact information I
got from this person or never use it. Because his action is telling me the
relationship won't be balanced.
