First, add two more points to my original quesiton:
1. the noise is assumed to be white noise;
2. the peak ouput should be at t = T_m + t_d,
where t_d is the actual delay of the input signal
Here is the major concern of my original question: as can be proved,
for any T_m, at t = T_m + t_d, we have the optimal peak ouput from
