Hello Everyone,
Last Sunday Dax Choksi, President of American High PTSA arranged for Mayor
Harrison and council member Raj Salwan to attend the a community meeting to
address the Alder and Fremont Blvd construction and traffic concerns from
parents. Below are the Q&A provided by the Public Works Director Norm Hughes.

Hi All,
I would like to thank Mayor Bill Harrison, Council member Raj Salwan,
Superintendent Jim Morris and Principal Steven Musto for taking the time to
meet with the parents and community members. We greatly appreciate it!
We have updates from the meeting. Please see the questions and responses
below.
It is great to see that we have a positive response on a majority of the
concerns that were raised. As the Mayor had pointed out, the project will
help make the crossing safer for the kids and the city officials are trying
their best to complete the project at the earliest.

This email is in response to questions and suggestions Mayor Harrison passed
on from the parents who attend the Sunday PTSA meeting at American High
School where the Fremont/Alder intersection construction was discussed. The
questions are followed by the response.
• Can the contractor work at night or on weekends?
The City has already given the contractor approval to work Saturdays and
will formally request them to do so to expedite the schedule. Night and
Sunday work are cost prohibitive for the scope of this contract.
• Is there a penalty for the contractor if they are late.
Yes, there is a penalty for each working day the contractor is late beyond
the number of days in the contract.
• Once completed, can the lanes on Alder be stripped to show right
turn only and straight and left turn only to make sure people know to leave
room for people to make the right hand turn?
Yes, the City will have the contractor add this striping near the
intersection of Fremont Boulevard
• When will West of Adler striped and road dots be placed. Work was
done in June and July and affecting Oliveira School?
The contractor missed a section of centerline striping between Polyvorosa
Court and Oak Street. It will be completed this week.
• Can Alder become a 3 way each light? Meaning Fremont Blvd one way,
one side of Alder, than the other? If it cannot be done all the time, can it
be programmed that way for pickup and drop off times?
This can be studied, but it is not likely to be implemented because any
added time put into the traffic signal timing cycle to separate the two
directions of Alder would take away time from the Fremont Boulevard through
movement and increase backups during rush hour. The functioning can’t be
different based on times of the day.
• Can the Timing of the lights on Alder be changed making it green
longer?
This will be studied. We may be able to add five to ten seconds of time
without too much impact on Fremont Boulevard.
• Can the City/FUSD look at a crossing guard for 5 weeks of
construction.
The Police Department will investigate this idea with the City’s crossing
guard contractor.
• When will Fremont Blvd. be paved in front of Brookvale Shopping
Center?
Northbound Fremont Boulevard in front of Brookvale Shopping Center is
scheduled to be repaved with an overlay early next year.
• Can there be something more than plastic caution tape to protect
people from cars during construction like the barriers they have at Eggers?
We have asked the contractor to study implementing similar barriers in
locations where there is room to do so.
• Can police look at making this a priority especially during the
constriction for traffic unit enforcement?
The Police Department has partnered with us and has already made it a
priority since the start of school and they are committed to do so as long
as it is required. Resources do not allow this to be a full time presence
because of other similar demands elsewhere in the community. Over the last
year, our Police Department has implemented a program of targeting resources
at schools to improve safe practices during drop off an pick up times. They
have had very positive results from this program.
