doesn't mean you can get out of paying them for their services.
BTW, no one can avoid paying income tax on tips. IRS will charge income tax
on tips even if the waiter doesn't actually receive any. You should learn

practice", so I just ask do them do the common practice which is indeed
required by the law?
People usually do not say others are dirty if there is crap on their own
faces. This is common practice I think.
Btw, how does IRS enforce tax on tips in Chinese restaurants? Most of them
are cash via changing hands and never get reported.

Tips is for service and attitude. If the customers feel very upset at the
restaurant, I do not see any reason they have to tip.
Rich does not mean over-generosity.

service, yes it's OK to tip very little or none at all. But minimum service
should at least get minimum tip (10%).
The point is you should tip based on the service, not based on the server's
tax return. You're not the tax code enforcer. Even if they're going to
prison for tax evasion, that's no reason for you to not pay for their
service.

The point is, make me reasonably happy!
I will not tip to that "good practice" amount if I feel not well-served, or
even upset for a dinner!
If someone throw that "best practice" to me to force me tip, I will counter-
attack, "did you do your best practice"?
