signature. as a member you can bring any documents and have them certified.
secondly, California law sets maximum of $10, but no minimum, for services
related to notary.

anybody but yourself.
And no, notarized copy of a passport is pretty strict business. His
parents will have to appear in person, sign and put down thumb prints to
prove it's a notarized copy of their passport and visa page.
And in case OP doesn't know: bring copy of both ID page AND latest visa
page for each passport for ITIN application.

I couldn't and I have been a plus member for 8 years. This was at the Del
Mar branch. We paid $10, still not too bad.
