I thought the moon is always there, full moon just means you can see the
whole thing, and does not mean it is closer to the earth. So gravity should
be the same during the whole lunar cycle.

3/19 is the closest perigee (the point at which a satellite in an elliptical
orbit is closest to the Earth) of the year 2011 which coincides with a full
moon. However the moon has been this close to earth many many times (once a
year maybe). Next time it will be May 6 2012, and the distance will be 25
km shorter at 356953km.
