(a) A developer, in conjunction with local authority, builds a new city on
desert. By and of itself, this is not
necessarily a bad thing. In US, many cities in the West arose--and are still
arising--from deserts (Las Vegas
being the most notable), and many in Eastern Seaboard and florida from
reclaimed swamps. But it is
environmentally costly. California and the rest of the West are still
parching, despite damming and diversion
