(a) I missed this article days ago and read it this afternoon. Following
that, I read the article that BBC referred to:

seven paragraphs of the front-page report, thought it was sugary--even
fawning to China, and skipped to other reports. This morning, I went through
yesterday's paper, inadvertently spotted "strategic reassurance," read more
to learn about it, and completed the whole report. Basically, the NY Times
report confirmed what Telegraph said days ago--and then some.
