Nonimmigrant Visa Waiver Arrival/Departture Record. Hereby the letter "W"
stands for "Waiver". Therefore, "I-94W" in the first line corresponds to the
words of "Visa Waiver Program" in the last line. It is clear that the whole
question is to ask if an applicant is under the Visa Waiver Program with
whatever a form.
If the question is to ask what you mean, then there will be a comma between
the word of "Number" and the word of "or".

ELIS上大大方方地选No承认自己是非法入境并且还想extend visa？
另外，从ELIS问题的设计角度看，17.,17.a.,17.b.是一体的，是一个大问题下的三个
分问题。如果17.这项是问是否合法入境，而申请人在17.这项选了No，接下来就不会再
让申请人去填17.a. Arrival-Departure Record Number和17.b. Your Form I-94/I-
94W/I-95 or entry stamp placed in your Passport expires or expired on: (mm/
dd/yyyy)了吧（因为17.a.和17.b.两项意味着申请人是合法入境），而会让你交代你为
何非法入境以及非法入境当时的情况。

Arrival-Departure Record Number和an entry stamp in your passport是两个不同出
处的东西（一个是一张单独的小卡片，一个是盖在护照上的章）。The capitalized OR
在这里是起强调提醒两个东西出处不同的作用。从英语文法上说，如果是断句，如我上
面所说在Number和OR之间应该有一个逗号。
