间,好几张卡也都费了。看网上的情况好像这也挺普遍的。我想除了骂娘之外,我们是
不是可以给国务院,领事馆或国会议员发信。我自己写了一封给我们州议员的,贴在下

Dear Congressman (Congresswoman, Senator) xxx
I am a US citizen (or resident) have been living in your congressional
district for (xx) years.
I am writing this letter regarding the visa application for my grandparents
in Shanghai. It has been a very frustrating experience for simply making an
appointment for my grandparents for visa interview in Shanghai Consulate.
According to Shanghai Consulate, the non-immigrant visa appointments can be
scheduled via telephone only via the China Call Center in China. It is a
paid service which changes about $8.50 for 12 minutes. However, I've made
dozens of phone calls and was only told no visa appointments were available.
In addition, I was told it is unpredictable when the visa appointments will
be open.
So it is like a gamble and you just throw money in and wish you are lucky to
be able to make an appointment. I have been trying for a week in a row and
spent more than $20 without any luck. What is even worse is that I would
have to keep calling and spending money on the phone cards without knowing
the end.
However, I believe the US Shanghai Consulate should not be Les Vegas.
Therefore, I would like to bring this matter to your attention and request
the Department of State to improve this process at Shanghai Consulate such
as to display the visa interview availability online (like US Consulate in
Hong Kong) or stop charging for simply checking visa appointment
availability.
Thank you,
Sincerely,
