In the US, policy analysts (often MPPs) can be found at all levels of
governments and all sorts of government departments. This is not true in China
of course. But Chinese governments do have policy research offices (zhengce
yanjiu shi) from municipal level on, although I'm not sure how (or if) they
do real policy analysis. Chinese ministries have research arms as well.
As for political scientiests-->policy analysts, it seems in the US they are
mostly housed in think tanks, and often times they

a famous think tank like RAND than in an academic institute. Many people like
such type of position cause you can focus on your research and would not have

I guess you're right. Rand is a bit special, it's big and it has a graduate
school of its own. So it's like a hybrid of think tank and university. I guess
i was referring to those think tanks in washington dc. Rand is more up to the
research frontier than these think tanks.

Well, some think tanks in DC are very good, if not better than, RAND. For
example, the Brookings Institute, Institute of International Economics(IIE),
Centre of Global Development, Economic Policy Institute, American Enterprise
Institute(AEI), Cato Institute, Center for Economic and Policy Research(CEPR),
the Urban Institute. On west coast, Hoover Institute, Public Policy of
California (PPIC) are also very good. Within the US government, the
Congressional Research Services is a good nonpartisan

don't get me wrong. I was not comparing their qualities as think tanks, but only
what they do. in other words, i'm not saying brookings etc. are not good. they are good
think tanks of course. what I mean is that they do more applied work than
theory (which is probably related to why their reports are more
straightforward but less rigorous than academic papers), whereas Rand research
is not always purely policy oriented.
btw, hoover institute is housed in a university, and many of their fellows a
