It seems symbolic interactionism has been widely applied and discussed in
sociology, not much in political science. Wendt(1992)'s constructivism and
his students' share similar insights with symbolic interactionism but they tend to
overemphasize norms of differences, give less attention to norms of common.Thus
it is not surprings that "cultural turn" gained some currency in IR, not

working assumption (context) is constant (institutions and political culture
are relatively stable), and so the focus is on those trivial issues of
political behavior; political culture could be an important approach in
comparative politics and IR (in CP it was hot several decades ago).
I predict that cultural approach will be more and more relevant in
comparative and IR because of the end of "the end of the History"...
