刚刚读了atlantic上的一篇旧闻, 说的是城市犯罪扩大化的原因, 就是政府拆除public
housing, 以section 8 voucher 鼓励穷人融入社会,结果使得犯罪团伙蔓延. 纽约的
犯罪下降的原因主要是将穷人推到NJ, PA.
