This manuscript will be considered with the understanding that it has not
been submitted, considered, copyrighted, classified, presented or published
elsewhere.
"has not been submitted" 是说投过别的杂志还是投了别的杂志（一稿两投）？ 这个
稿子我之前投过一个别的杂志，但是被据了，这次投稿跟以前那个杂志没有任何关系
。这里是不是要告诉该杂志？告诉的话，又怕编辑觉得这个稿子肯定水平不行所以才被
据。。。

既然已经rejected了，那就不是处于submitted态
跟前一个杂志也没有任何关系
