从REFEREE的REPORTS看，偶觉得NEGATIVE那个REFEREE不是领域内的，或者连文章也没
仔细读，挑了些INTRO里的东西。
想请问，RESUBMIT的时候能要求新REFEREE，不送原来这个REFEREE吗？

给negtive feedback的这个referee的回复中也要有专业地，礼貌地，一条一条回复。
至于编辑会不会答应你要求就不一定了，编辑做主。
