http://vixra.org/abs/1101.0077
Mach Principle presents the absolute universe. For example, when you stand
on the ground and relaxed, your arms fall down naturally. However, if you
rotate your body then your arms are lifted up as the rotation is faster and
faster. Mach principle is that the matter of the whole universe can affect
local dynamic systems. That is, the matter of the whole universe sets up the
local absolute reference frames. However, both the theories of general
relativity and Big Bang are against the absolute reference frames of Mach
Principle. Here I present a simple model of flat universe which is
consistent to most cosmic laws, and Mach Principle is recovered amazingly.

We have received your submission FOOP2323 entitled
"A Simple Flat-Universe Model Recovering Mach Principle"
Before entering a submission to the reviewing process, we check whether it
obeys criteria such as the following:
- Is the topic of research suitable for this journal?
- Does the paper contain original ideas and new
results?
- Are the arguments and calculations accurate and
correct?
- Is the exposition sufficiently well organized, and
worded well?
- Does the overall quality agree with our very tough
standards?
I regret to inform you that the editors had to conclude that this work is
not suitable for publication in Foundations of Physics.
I would like to thank you very much for forwarding your manuscript to us for
consideration and wish you every success in finding an alternative place of
publication.
With kind regards,

Specific comments from a member of the Editorial Board:
Regrettably, both the structure and the overall quality of the manuscript
make it unfit for publication in Foundations of Physics. This manifests
itself in, among other deficits, a lack of references to recent literature.
