They could sign the documents. But they don't pay for it. And I nedd to
collect the documents.

No way for Federal government to do Perm or Labor certificate for you.
They can sign letter for you on EB1B, however, USCIS does not think so. All
FDA EB1B applications were rejected immediately (in one day) by USCIS early
this year. Blooddy lessons.
If you do not want to do NIW or EB1A, and do not want to depend on your
spouse, then do not choose FDA or any federal government.
State Government probably fine, also depends on which state.

GSK has been almost through the restructuring, but BMS won't annouce the
plan until the end of the year. And NJ is more expensive than PA.
PPD is known to be lower paid and more stressful compared to big pharma.
FDA is more stable, but may has green card issue if you need the sponership.
