cardholder’s spouse, domestic partner, or immediate family
member over the age of 18 and living at the same address.
Household Cardholders will be asked to present proof that
they live at the same address as either the primary or
add-on cardholder.

诉他们我是他的roommate，地址应该和主卡一致。不过最好亲自去问一下吧。 |

You must be a Costco member to purchase or reload Costco Cash Cards.
Members and non-members may use the cash cards to shop at any Costco locaton
in the United States, Puerto Rico or on costco.com. Costco Cash balances
may be used toward membership or merchandise.
So it sounds that non-member may use the cash cards.
Does any non-member try the cash card? |
