Washington School principals: State teacher shortage is now a 'crisis'

OLYMPIA, Wash. - Principals across the state say the current teacher
shortage has reached a "crisis" and is placing a severe strain on schools.
The information comes from a survey of 730 principals representing 35
percent of the state's public schools.
The survey says 80 percent of principals have had to hire under-qualified
teachers and 74 percent actually had to substitute for a classroom teacher
within a five-day period when the survey was taken in October.
The surveys were sponsored by the Office of the Superintendent of Public
Instruction and Association of Washington School Principals, then analyzed
by a team affiliated with the Master's in Education Policy (MEP) program at
the University of Washington.
"Clearly we have a teacher shortage, we have a substitute shortage and its
very problematic in a number of ways," said Bob Butts, Assistant
Superintendent of Early Learning for the Office of Superintendent of Public
Instruction.
The survey says 45 percent of principals weren't able to fill all teacher
positions with fully-certified teachers who met the job qualifications.
Butts said it's particularly bad finding substitute teachers.
"We are now hiring emergency substitutes where the qualifications are that
you pass a fingerprint check and hopefully have a college degree, but it's
not required," he said.
Typically 700 emergency substitutes are hired per year but, this year the
state's on track for more than 3,500 said Butts.
Some 93 percent of the principals reporting being in a "crisis mode" or "
struggling" to find qualified, certificated candidates.
"Usually we would have between 50 to 60 applicants for a classroom teaching
job," said Jack Arend, Principal for Peter G. Schmidt Elementary School in
Tumwater. "Last spring when we did all of our hiring, we were down to 10 or
15 and ones with certifications, it was even smaller."
Arend is proud of the teachers he has, but finding new ones has been a
challenge. He's had to personally fill in as a substitute teacher.
"Our school counselor, our assistant principal, myself are also going into
classrooms when needed, so it's an impact on our entire system," said Arend.
Some 84 percent of elementary school principals reported that finding enough
qualified teachers would present a barrier to reducing K-3 class sizes at
their school.
"What we are really talking about here is a not substitute shortage, it's a
teacher shortage and we are sucking substitutes into the teaching roles to
fill those classes," said Gary Kipp, Executive Director of the Association
of Washington School Principals.
Kipp said there had been talk about school districts struggling to find
qualified teachers but he said the survey shows how dramatic the impact has
been.
"We are in this boat for a number of different reasons and I don't think we
can pick one solution to get out of it," said Butts.
Butts said the reasons range from teachers who delayed retiring during the
recession, and now choosing to do so. Also, teachers are finding better
paying, non-teaching jobs and the need for more K-3 teachers has increased
demand.
"Inadequate funding we've seen for the last decade or two does make day-to-
day life for teachers more difficult," said Butts. "It's a major problem."
Kipp said there's no immediate fix, but lawmakers could start by removing
rules that put a retired teachers pension at risk if they want to substitute
teach.
"We have policies in place in our state that restrict retired teachers for
example, substituting in classes and I think the legislature can correct
that," he said.
Arend knows there are many schools in much worse shape than his. He said
kids don't like a teacher marry-go-round.
"I think we are on the verge of this being damaging to education in our
state," said Arend.
