is too low. I could get 30mbps with one surge protector, even for a old 200
mbps power line adapter.
Power line is very sensitive to surge protector, or something similar.
Another reason is that if the two socket are in different phase, you only
have the connection from the ground line.
So first test your speed through the same socket in wall directly, then
nearby,
then far away.
