. Turning data off, asked her to use it as emergency phone, she is quite
happy with it (GS4) and used nothing so far since incoming phone call and
SMS are free.

is fine, data is turned off. They will follow the rule to be able to play
games, believe me, and they will only chitchat through Skype etc via WiFi
rather than SMS so not to lose their phones.

make a phone call, or send a SMS, or use data. Receiving call/SMS is free.
