1. Find out what kind of visa you should apply at
http://www.immi.gov.au/visitors/
For conference/meetings/seminars, general information can be found at
http://www.immi.gov.au/visitors/_pdf/general-events.pdf
2. Application forms
If you hold a Chinese passport, you need to apply for Business (Short Stay)
visa (Subclass 456) — paper-based applications. You can find links to the
application form, check list etc. on the pp. 2-3 in the general-events.pdf
file.
Form 456 is a pdf file with interactive fields. You can fill most of the
fields and then save the form (my acrobat allows me to do so). The only
exception I have found seem to be signature and you have to sign manually.
The form allows you to put a credit card number to pay for the visa
application fee. You can find the business visa charges at
http://www.immi.gov.au/allforms/990i/business-visits.htm
3. Application method
If you are in the US and apply for visa through mail, you can find the
correct office below. If you apply in person, you can go to any office but
most offices (except at DC) require appointments.

4. Other things that I have not figured out yet
(i) whether one needs to send original passport or a certified a copy will
do. If latter, what pages of passport are needed?

that number. Instead, I submitted an e-mail inquiry through the following

send your actual passport to our Embassy in Washington.
However, you should be providing us with a notarized copy of the bio-data
pages of your passport and also a notarized copy of proof of your status in
the United States.
