Just called CA board of nurse, the operator said one can use ITIN to apply

I am still confused about current situation for a foreign nurse to start
work here, how to get work permit after getting license? It seems GC is a
long waiting process now. Need to do more research. Anybody knowledgable
about this issue is encouraged to share the information. Thanks.
