Transpacific pact is a secret "trade" agreement
being negotiated between the US and a dozen pacific
countries. It is heavily advocated by the US and
Japan, pointedly excludes China.
It waves a giant carrot towards China's neighbors
and trading partners and is a key part of the
China containment foreign policy, which
they called "Pivot to Asia".
Currently the congress is voting to fastrack it:

We taxpayers need to stop this secret gigantic
agreement from running roughshod on Americans'
rights and environmental protection for the
interests of a few. Remember Fukushima.
The Japanese does not care about polluting the entire
world! They just care about their own pockets.
