In addition to changes in clock management (see story, Page 1B), the NCAA
has also adopted several other new rules for the 2008 football season.
Among the other rule changes:
# The NFL's ban on "horse-collar'' tackles has been adopted by colleges. A
defensive player cannot grab a ballcarrier by the inside back collar of the
