i asked a long time back to form a committee to determine PA and ban issues.
no takers at that time and in fact many laughed at the idea. I am now
proposing this again to take the decision out of BM/BF's hands (i.e. BM/BF
can still ban, but any appeals would go to the committee). Let's say 9
committee members from various schools/conferences.
