比如以前 T-mobile prepaid 的充值，会返回激活费用，以前local randalls
还允许用 GC 买充值卡，而 randalls 卡可以在 OM 里面用 ink 买

少fee，但是太麻烦

这个法案打开了 MS 的一扇窗户，哈哈
这个法案下，你可以用 visa / master giftcard + pin 当成 debit
card, debit card with pin 就有现金的潜质了，比如用来 bill pay，
买 MO, reload prepaid card
当然这个窗户已经被关得差不多了，银行把激进用户的卡也关得差不多了，各种
可以 cash debit card 的方法也死得差不多了。
