load into card 在net spend的术语是“Value Load”，搜索 "load transaction" 除
了 fee schedule 以外，唯一一处出现此字样的只有上面的(a)。
现在不知道有没有人拥有netspend超过三个月，而且只DD到netspend的，因为在条款里
(b)==(c)，所以如果only DD but not charged maintenance fee，那通过(c)(ii)的方
式应该也不会被charge。
个人猜测，没有data point，需要小白鼠。

I basically opened up the standard pay-as-you-go account and then loaded
some VR cards in (though the OPs ACH will work as well). Over the first 3-6
months I loaded a few thousand of VRs at least. At one point I got a warning
(or might have even been a temporary freeze) from Netspend, so I
discontinued any VR activity.
Anyway, after my first $500 I got upgraded to Premier - they sent me the new
card and I was able to open up the bank account (which got funded mostly
with VRs before I got the warning).
I NEVER have any activity on my debit card, short of transferring interest
over from savings to that I can ACH pull it back out to my real bank.
Looking at my activity over the past 6 months, I see that I did a pull like
this end of October 2014 and that my next activity was not until the
beginning of March - way longer than 90 days.
There is an inactivity fee of $5.95 stated:

All, I'm saying is I've been doing this for over a year and a half on two
accounts with the PAYG prepaid and the Premier savings. I have never been
charged the fee.
