If US Companies don't want to enter the Chinese market, nobody is forcing
them to do so. "Technology Transfer" is how developing countries develop and
market entry is often the only leverage they have.
If Washington was really concerned about the trade deficit, it would force
US Corporations to bring manufacturing back to the US. Changes to the tax
code could easily achieve that.
