A 25% tariff would not just raise the price of auto imports from Japan. It
would also raise the price of those from Mexico and Canada, where Japanese
auto companies have manufacturing plants that serve the U.S. market. About
75% of Japanese cars sold in the United States are built in North America,
and about half are built in the United States, according to the Japanese
Automobile Manufacturers Association.
Trump is known to hate trade deficits and the U.S. has a big one with Japan
– $68.9 billion in 2017, according to the U.S. Census Bureau.
Trump thinks trade deficits result from unfair treatment of the United
States by its trade partners. In the case of Japan, two facts are worth
noting:
One, Japan has no car tariffs. All foreign cars enter the Japanese market
duty-free.
Two, Japanese automakers make better cars than American automakers. Everyone
knows this, but no American politician or auto industry executive or United
Auto Workers member will ever say it.
Abe has three choices:
Stall Trump on Wednesday and hope the Commerce Department concludes that
auto imports don’t threaten national security.
Take a page from China’s playbook and vow to retaliate dollar-for-
dollar against any tariffs Trump imposes.
Throw Trump a bone by agreeing to buy more U.S. products. Soybeans would
be a good choice, because China enacted a 25% tariff on U.S. soybeans in
July in retaliation against U.S. tariffs on $50 billion of Chinese imports.
Before the trade war, China was the world’s largest buyer of U.S. soybeans.
Japan’s picking up some of the slack would help American farmers
financially and Trump politically in farm country. It would also give him
the opportunity to pat himself on the back, which he loves to do.
If Trump goes ahead with a 25% tariff on imported cars, Japan will join
China, Canada, Mexico, Germany, Turkey and India as countries he accuses of
