这早在意料之中了吧,就几个没骨气的一个劲宣称美国一定赢。其实那个所谓协议一签
订就知道中兴问题解决了。

这么明显的对中兴的敌意,那么对高通还有必要留余地么

激动什么啊? 只是说中国按照星期天美国财政部长和国家经济委员会主席兼白宫首先
经济顾问的suggestion试图照着人家给画的杠杆一个一个去做满足要求而祈求让中兴复
活而已。美国压根没有再有新东西。
另外说了,王毅这周会带着中兴领导来美国再谈中兴问题。

The U.S. and China have agreed on the broad outline of a deal to settle the
controversy over Chinese telecom giant ZTE Corp., according to people with
knowledge of the matter in both countries, as the two sides work toward an
agreement to ease trade tensions.
The details are still being hammered out, the people said. If completed, the
Trump administration would remove the ban on U.S. companies selling
components and software to ZTE, a penalty that has threatened to put the
company out of business. Instead, ZTE would be forced to make big changes in
management, board seats and possibly pay significant fines, the people said.
Beijing has also offered to remove tariffs on billions of dollars of U.S.
farm products as part of the negotiations, although one person said the
White House didn’t offer any quid pro quo. “The White House was meticulous
in affirming that the case is a law enforcement matter and not a bargaining
chip in negotiations,” the person said.
The people cautioned that discussions are continuing and the agreement could
still fall apart.
Any relaxation of the ban—which was based on findings that ZTE violated
sanctions against trade with Iran and North Korea and then failed to live up
to an agreement with the Commerce Department to make significant management
changes—will need to pass U.S. national-security reviews, the people said.
On Monday, U.S. Treasury Secretary Steven Mnuchin told CNBC that “the
intent was not to put the company out of business.” Mr. Mnuchin also
defended President Donald Trump’s decision to keep ZTE alive. Early last
week, Mr. Trump pledged in a tweet that he would work with President Xi
Jinping to get ZTE “back into business, fast.”
It is “not a surprise President Xi asked President Trump to look into ZTE,
” Mr. Mnuchin said. “That’s no different than [the] president [calling]
up world leaders on behalf of American companies all of the time.”
Chinese Foreign Minister Wang Yi is due in Washington this week and will
continue talks on ZTE, said officials involved in his trip. Commerce
Secretary Wilbur Ross, who oversees the ZTE case, is scheduled to go to
Beijing next week.
Washington and Beijing declared a truce in their trade spat over the weekend
after Chinese negotiators pledged to buy more U.S. products. A joint
communiqué issued after two days of discussions in Washington didn’t
mention ZTE. Larry Kudlow, President Trump’s top economic adviser,
indicated on Friday that the company would have to make changes to its
management and board.

Mr. Trump has faced bipartisan criticism for appearing to relent on ZTE,
which is accused of failing to punish employees who violated trade controls
against Iran and North Korea.
Mr. Mnuchin insisted that the Trump administration was not “going easy”
on
China over ZTE or the trade talks. He said that Mr. Trump wanted to be “
very tough” on ZTE, and that the tariffs could be put back in place if the
trade negotiations collapsed. In addition, the Treasury Department is due
to
unveil Chinese investment restrictions this week.
“He could always decide to put the tariffs back on if China doesn’t go
through with their commitments,” Mr. Mnuchin said.
Mr. Kudlow, in his appearance on ABC, suggested a path that could lead to
ZTE’s revival, but said it would be arduous.
“If any of the remedies are altered, they are still going to be very, very
tough, including big fines, compliance measures, new management, new boards.
The question is whether there are perhaps some small changes around the
edges,” Mr. Kudlow said. “I think President Trump is doing this because
there’s some very good feeling between him and China.”
“Do not, please, do not expect ZTE to get off scot-free,” he added. “It
ain’t going to happen.”
