Joe Legal and Jose Illegal both enjoy the same police and fire services, but
Joe paid for them and Jose did not pay.

在加拿大，没有身份就没有任何福利金拿，也没有公费医疗。你跑到政府说我没有身份
要领福利，立马就被逮起来。
很奇怪美国为啥没有身份的人可以拿福利，靠什么证件拿？政府为啥不抓送上门的黑户
？
