but Chinese language art doesn't have.
This is wrong.
This makes a lot of high school students not able to speak fluent Chinese
and
communicate with each other well.
Turn on TV, and watch random interview for undergraduate students.
Most of their speech during the interview are dull.
Conclusion:
Even for the Chinese language, we still need to test the listening and
