The typhoon reaction was so typical of the Chinese. No assistance, when even
a token helping hand would have been appreciated. But their adversaries are
their adversaries.
Also, the reality is the Chinese don't really have much of a capability to
project power. They can't even help at home.
Look at Hurricane Katrina in 2006. Over a thousand Americans dead, a region
hurt badly economically and the lack of government response effectively
ended the Bush presidency. Then look at the Sichuan earthquake in 2008,
nearly 80,000 Chinese killed or missing. The PLA couldn't even move
resources within their country! The government didn't get toppled. If a
similar event happening in the US, and the American public would be looking
to impeach someone--anyone!
