What makes you so sure on something you have no clue?
I was a DOE employee at the time.
As a matter of fact, as far as I know, even at this time,
most people working in national labs are DOE employees.
The labs are 'operated' by another body, but scientists are
federal employees.

employees. Our salary comes from funds whereever we get from DOE, NSF, or
even industry, not from government, period.

Not sure what do you do. I just contacted former colleagues,
and was told there were no contractors in the entire division of
about 150 scientists and postdocs. All of them are federal employees.
