医生拿很高的工资，即使病人看病不花钱或者不花很多钱，但是医生工资最后还是从纳
税人的钱包里拿走的。这样当然就负担重了。而且你看病要吃药，吃药就算有保险，最
后还是被老百姓分摊的啊。医药厂家保险公司赚大钱。
作为对比，毛时代建立起来的全民医疗福利制度（城市以及90%农村），是防病为主，
预防为主。几百万赤脚医生很重要的工作是防疫，建立了遍及农村的防疫体系。所以才
能很短时间里控制血吸虫疟疾性病等传染病。
吃药方面，就地取材，开发中草药，针灸麻醉，这些都不需要花什么钱。
再有就是全民健身，所以就生病少了，体质提高了，人均寿命提高很快。不像现在，几
亿人三高，慢性病比例很高。

按这个unneeded care定义的话，中国浪费的比例也不小，虽然绝对数字没那么大，光
滥用抗生素一项就老了去了，另外典型的比如滥用输液，过高的剖腹产比例等等，这三
项中国基本傲视全球。中国目前医药仍不分家，医生的收入很大一部分来自于药品销售
，而这些药品中相当多都是unneeded care。
