(a) The report states, "英国和其他许多国家一样，实施有限的国家豁免权"
including US.
(b) The report also says, "中国政府曾经在2005年9月签署了《联合国国家及其财产
管辖豁免公约》。这项公约把国家的商业行为排除在国家豁免的范围之外，也就是实施
有限度的国家豁免 * * * 但全国人大常委会还没有批准."
