BEIJING – China’s been breaking records lately.
A high-speed train set a new record during a trial run, hitting 302 miles an
hour, on the Beijing-Shanghai line last Friday. The record – established
by a 16-car bullet train designed and built by CSR Qingdao Sifang Locomotive
and Rolling Stock Co. Ltd – surpassed the previous record, set three
months ago, by a train on the Shanghai-Hangzhou line, which reached a speed
of 259 miles an hour.
“This operational experiment shows China’s leading position in the sector,
” a deputy chief engineer with the Chinese Ministry of Railways was quoted
as saying in the China Daily. “It is the world’s most advanced but
cheapest high-speed train.”
Um, not so fast.
“The Chinese say they have developed high-speed rail based on Chinese
technology, but it’s not true,” said Yasuki Kurasawa of the Japan Overseas
Rolling Stock Association. “That train was based on shinkansen (Japanese
bullet train) technology.”
Kurasawa's thoughts might be shared by many Japanese rail experts and
executives, but they are seldom expressed so starkly on the record.
Perhaps a measure of both resignation and frustration, his comments
underscore China's emerging dominance in the high-speed rail industry
worldwide – not just as a consumer but also a producer.
Chugging ahead
And what better indoor example of that dominance than the Seventh World
Congress On High Speed Rail, which opened Monday in a convention hall in
northern Beijing.
The conference is the global event for high-speed rail junkies: It brings
together dozens of high-level officials from international railway
organizations and railway authorities as well as hundreds of railway
companies and high-speed railway experts from around the world.
Despite the crowded hall, the CSR exhibition booth dominated the space. In
the middle was a miniature model of the CRH380A train, underneath a white
billboard that brightly proclaimed, “CRH380A, 486.1 km/h.”
Chinese and Western executives lingered over the model, taking photos.
For the first time since its inception in 1992, the gathering is being held
outside Europe.
"China is the first market worldwide," said a European executive with a
Swiss railway traction equipment manufacturer who wished to remain anonymous
. "A third of our activities are in China… But we are here manufacturing
for the China market. We don't re-export from here."
At the princely sum of $32.5 billion, the Beijing-Shanghai high-speed rail
link is a high-profile part of a massive infrastructure effort under way in
China.
In addition to linking many of its cities by high-speed rail, the overhaul
also addresses the growing development of the country’s Western interior by
enabling heavy-duty transport across long distances and developing commuter
transport for the creeping urban sprawl.
U.S. has 'no reputation' for train technology
With nearly 5,000 high-speed rail miles in operation, China already has the
world’s longest high-speed rail network. It’s aiming to have 10,000 miles
by 2020.
Compare that to Western Europe. In the lead is Spain, but it has just over
1,250 miles of rail track dedicated for trains running at speeds of up to
186 mph. France has 1,180 miles, and Germany 808 miles.
And then there's the U.S., which has virtually no high-speed rail expertise
despite being a world leader in freight railway technology.
"You are not a railway country," the European rail executive said to me,
referring to America. "You are very good at heavy loads and long distances
with diesel. But for short distances and passenger transport, you have no
reputation."
California is one of several regions trying to change that image, however,
and a September visit to China by Gov. Arnold Schwarzenegger was widely
billed as a “shopping expedition” for contractors and financing to build a
planned network linking Los Angeles and San Francisco.
"Your network is so late and so outdated," said the European, warming up to
his theme. "You need to build new lines. It can't just be an upgrade. You
can't run a Formula One car on a motor route."
