MOSCOW — The European Court of Human Rights ruled Thursday that Russia had
violated the rights of gay activists by refusing to allow them to openly
protest, and ordered the government to pay a fine and damages amounting to
about $40,000.
For years, gay rights campaigners in Moscow have unsuccessfully lobbied the
government to sanction public demonstrations, and have been arrested and
beaten in their attempts to defy official bans. Yuri M. Luzhkov, Moscow’s
mayor until last month, had openly mocked homosexuals and vowed never to
permit them to demonstrate.
The European Court, which is based in Strasbourg, France, said in a
statement that Russia’s stance on the issue was at odds with the European
Convention on Human Rights, of which it is a signatory. The court ruled that
Russia had infringed on campaigners’ rights to assemble and had
discriminated against them because of their sexuality. |
