Thank you for your letter regarding recent changes made by the Michigan
Secretary of State concerning requirements to obtain a driver's license or
personal identification card.
I share your concerns for the inability of individuals who are here legally,
but not permanent residents, to obtain a driver's license. These changes
were made based on a recent opinion issued by the Attorney General regarding
